The CSA Z462 Workplace Electrical Safety Standard will publish its sixth edition in January 2024.

The CSA Z462 2024 Edition will NOT be 100% technically aligned with NFPA 70 E 2024

The CSA Z462 Workplace electrical safety Standard will publish its sixth edition in January 2024. Since its inception in 2006 following CSA and NFPA executing a memorandum of understanding- (MOU) to harmonize Standards for North America CSA Z462 has had a positive impact on electrical safety and the identification and effective management of arc flash and shock hazards. In Canada. Lives have been saved!

The first edition published in January 2009. Over the first five editions significant evolution of the standard has occurred. CSA Z462 moved from focusing on hazard identification and PPE selection to a more mature standard aligned with occupational health and safety management system standards (e.g., CSA Z45001, ISO 45001, CSA Z1002, ISO 31000) to include a mandatory risk assessment procedure. CSA Z462 pending 2024 Edition is 100% job and discrete work task risk assessment based, including two unique risk assessments completed under the overall Job's risk assessment specific to the work task(s) that will be performed: Shock Risk Assessment and Arc Flash Risk Assessment. Technical harmonization of the core Clauses and Articles for the most part between CSA Z462 and NFPA 70E has been maintained in the first four editions. CSA Z462 includes additional Annexes that were not adopted into NFPA 70E, changes to CSA Z462 Annexes that have occurred again in the 2024 Edition of CSA Z462 are not included in the NFPA 70E, 2024 Annexes. In the 2021 Edition of CSA Z462 additional changes were included of a technical nature related to the arc flash PPE category method that are not published in NFPA 70E (e.g., arc flash PPE category 5 (min. 75.0 Cal/c㎡ATPV) new Annex V and ac electrical equipment Table V.1). The NFPA 70E 2021 Edition included a significant new Article 360 Safety-Related Requirements for Capacitors and associated Annex R Working with Capacitors this will most likely now be included in the CSA Z462 2024 Edition (e.g., Clause Annex W Working with Capacitors). It is noted that the CSA Z462 2024 Edition public review draft was open for comment from June 1 to July 31, 2023. You are encouraged to submit public comments directly and influence the direction of the CSA Z462 Standard, 2027 Edition. The CSA Z462 Technical Committee met on May 3-4, 2022, and November 8-9, 2022, to review and approve any final amendments to the draft from committee member dockets and a final vote occurred to the draft. A final review meeting of the Technical Committee occurred on April 26 and NFPA 70E, 2024 Edition content additional reviewed and voted on. The 2024 Edition of CSA Z462 as noted above will publish in January 2024. NFPA 70E, 2024 Edition published early this cycle on May 13, 2023, because there were not that many changes, and any changes did not have any rejections from NFPA Members requiring NITMAM.

The following potential changes and updates are noted. Not all changes are included in this article.

Clause 4.1.7.9.3 Job briefing. Note added to reference job briefing checklist example in Annex I, Figure I.1.

In closing the CSA Z462 Workplace electrical safety Standard has made a significantly positive impact in Canada since 2009 to worker safety related to energized electrical work. Many employers are referencing CSA Z462 when developing their Electrical Safety Programs and in determining the hierarchy or risk control methods to apply to energized electrical work tasks to eliminate exposure to arc flash & shock for Qualified Persons or to reduce risk to as low as reasonably practicable (ALARP).

Circuit Breaker Lockout Panel Lockout®

In my travels over the past 26 years a common question that I get asked from fellow electricians is “how do I lockout a circuit breaker in a panel”. There are a number of universal circuit breaker lockout devices available on the market that are well made and will successfully lockout the breaker with a lockout device and tag attached. The challenges are, depending on the age of the panel and the depth of the trim, the panel door may not close or may remain ajar when one attaches a lockout device. This can be particularly problematic in public areas. In addition, as good as some of the circuit breaker lockout devices are, they may not adopt to all manufacturers.

Having said this, something maintenance personnel may consider is a Panel Lockout®. It locks out circuit breakers by locking out the entire electrical panel. It attaches to the panel cover screws and keeps the panel door locked. The device encapsulates two screws which prevents the panel cover from being removed. The circuit breakers remain locked out while work is being done. A tag (if used) has the contact information of the worker in case access to the panel is needed.

The Panel Lockout® locks any size, brand or type breaker. Several breakers can be locked out with one padlock.

If your panel has no screws exposed on the panel there are clips available for these panels, they come with installation instructions. If you have a panel without screws, and you don’t think the clips will work, please call us for additional options.

The Panel Lockout® can also used to prevent shutdowns of critical equipment. It stops unauthorized persons from accessing electrical circuit breaker panels, security panels and data center panels. Lock the panel so that only those that are authorized have the key. Therefore, circuit breakers remain locked on.

The Panel Lockout® device can be more secure and versatile than individual circuit breaker lockouts. For instance, it can lock out several breakers with one lock. In addition, the panel door is locked closed with the Panel Lockout®. As mentioned, the panel door may remain ajar with circuit breaker lockouts. The Panel Lockout® is universal for most panels. Also, circuit breaker lockouts may fall off and can be difficult to install because there is a chance of tripping an adjacent breaker. But the Panel lockout® is sturdy and can not fall off. There is no chance of inadvertently tripping another breaker. It installs in seconds. In conclusion, the Panel Lockout® is a faster, safer and less expensive way to lockout out a circuit breaker!

Arcing Short Circuit CurrentBy Jim Phillips, P.E.

When calculating the incident energy and arc flash boundary as part of an arc flash study/risk assessment, one of the main variables is the arcing short circuit current. This is not the same as the traditional “bolted” short circuit current that is often used to evaluate the interrupting rating of protective devices. The “arcing” short circuit current flows across an air gap during an arc flash and because of the additional impedance from the arc is always less than the bolted short circuit current. Why would less current be so important? It seems like more current would be worse. It is because another very important variable is the duration of the arc flash which is normally defined by how long it takes an upstream protective device to trip. The lower arcing current may cause a protective device to take longer to trip - resulting in a greater (and more dangerous) incident energy. 1980’S - NO ARCING CURRENT There has been quite an evolution in how the arcing short circuit current is handled. Back in the 1980’s a.k.a. the early days of arc flash calculations, the equations were quite primitive by today’s standards. In fact, the arcing current was not even considered - only the bolted short circuit current was used.

When determining how long a protective device may take to operate, using the bolted short circuit could indicate the protective device trips instantaneously resulting in a lower incident energy when in fact, the lower (and unknown) arcing current could actually result in the device taking longer to trip. 2000 –BOLTED CURRENT AND 38 PERCENT Equations from a technical paper published in 2000 are listed in CSA Z462 Annex D. These equations are based on actual
arc flash testing – a significant improvement. However, there was still no equation for calculating the arcing current. Instead, this method contains a “work around” for arcing current which states: “For 480 and 600-volt systems, the industry accepted minimum level for a sustaining arcing fault is 38 percent of the available bolted fault” That was it. Just multiply the bolted fault current by 38 percent and evaluate the lower current to see if it resulted in a longer
device clearing time and a worst-case incident energy. 2002 - ARCING CURRENT AND 85 PERCENT When the first edition of IEEE 1584 was published in 2002, one of more significant improvements was the introduction of arcing short circuit current equations. However, since there could be many unknown factors that influence the actual arcing current, it was commonly referred to as “estimate”. As an estimate, what if the actual arcing current was lower? It could again possibly result in the protective device taking longer to operate and lead to a greater incident energy. The solution? Add an additional step where the estimated arcing current would simply be multiplied by 85 percent and the protective device operating time would be re-evaluated with the slightly lower current. The 100% case and 85% case would be compared
and the worst case would be used for the study result. The 85% multiplier was used for all arcing current calculations for systems under 1000 Volts. 2018 – ARCING CURRENT AND VARCF Based on almost 2000 new arc flash tests, the 2018 Edition of IEEE 1584 has made further improvements to the arcing current calculations for greater accuracy. However, the new equations are much more complex and include different electrode configurations, ten different
coefficients as well as other variables. The process involves several calculation steps including determining the “Intermediate Average Arcing Current” with equations based on 600, 2700 and 14,300 volts.

The second step is to use the intermediate current(s) and solve for the final arcing current at the specific system voltage. Similar to the 2002, edition, a second arc duration is calculated using a reduced arcing current to determine if there is an effect on the protective device operating time. Unlike the fixed value of 85% used in the 2002 edition, the 2018 edition
has introduced a new equation for an Arcing Current Variation Correction Factor VarCf which is used for all voltages from 208 to 15,000. The VarCf is heavily voltage dependent and has the greatest impact at voltages between 208 to 600 volts. THE EVOLUTION CONTINUES It has taken several decades, hundreds of people, tens of thousands of manhours and millions of dollars in research to move our understanding of arc flash and related calculations to this level.
Some say the cost and time is too much. For electrical worker’s that have survived an arc flash with minimal or no injuries because of this effort, they know it is well worth it.

Exciting News! CSA Z460 The Control of Hazardous Energy - Lockout and Other Methods!

The third edition of CSA Z460, Control of hazardous energy — Lockout and other methods has been just released. This supersedes the previous editions published in 2013 and 2005.

This Standard provides for flexibility in hazardous energy control methodology decisions as part of an occupational health and safety management system (see CSA Z1000). Other methods are based on risk assessment and application of the classic hazard control hierarchy (see Clause 7.4.4). However, lockout is emphasized as the primary approach to hazardous energy control.

In the creation of this third edition, the following specified changes have been incorporated:

a) clarification of requirement for viewing ports and reference to guidance on nomenclature in Clause

5.2.4;

b) clarification of what is considered to be a remote location and changes to control requirements for

remote locations in Clause 7.3.9;

c) substantive changes to Clause 7.4 (other control methods) for purposes of clarity;

d) expansion of Annex C updating examples on application of risk assessment;

e) addition of guidance on nomenclature in Annex E;

‘You wouldn’t be interested in that’: Fighting stereotypes about women in the trades

Job openings. Decent wages. Experts say the skilled trades have a lot to offer women — and vice versa. So how do we encourage more women to get into them?

In 2015, Rebecca Chenier was looking for a new career. She and her three kids had just returned from living in Costa Rica, where she’d waitressed and run a surf camp. She’d separated from her husband and was living with her parents in Windsor. It was, she says, a “restarting phase of life.”

She saw an ad on social media for a free program that trained women to become industrial mechanical millwrights . She wasn’t entirely sure what that was, but she knew it was a skilled trade — and liked that the program was for women.

Chenier mentioned it to a counsellor at the local career centre. “You wouldn’t be interested in that,” she remembers him saying. “That’s a dirty job.”

But Chenier had done reasonably well in machine shop in high school. She could have done better, she says: the teacher was so elated to have a female student in his class that he would often let her leave and not finish projects. “If I just showed up, that was good enough for the teacher,” she says. “He didn’t take me seriously at all, so I didn’t take it seriously.”

So she asked the counsellor to help her apply to the program, which was being run through Women’s Enterprise Skilled Training of Windsor. Although the qualifying week was already underway, Chenier showed up and aced the hands-on work and culminating math test and soon found herself in a pre-apprenticeship college program.

When she finished a few months later, in late 2015, she found herself with three job interviews — and then three job offers. By January, she was apprenticing as a machinist at a factory in Windsor, where she cuts materials using machines and tools, following a blueprint and often using a computer. She went to school a few nights a week and completed her classroom education, apprenticeship hours, and Red Seal certification last summer.

“It was a huge life change and a big adjustment, but I loved it,” she says. She likes that her job is different almost every day and that the pay is good — she’s now bought a house and a van: “I have a career I can be proud of.”

Canada and Ontario are facing a dire shortage of workers in the skilled trades. Ontario will need to hire 103,900 in the construction and maintenance industries over the next decade, as 91,100 people are set to retire, according to a BuildForce Canada report . Meanwhile, the Ontario government says that one in five new jobs in the province over the next five years is expected to be in the trades.

More women joining these professions could help. Of the 140 or so skilled trades registered in the province, women make up a hefty percentage of service-sector jobs, such as hairdresser, cook, child and youth worker, and education assistant, but their numbers in the construction, industrial, and motive-power trades hover between 4 and 6 per cent.

Skilled-trade gigs can offer better economic prospects for some women. Statistics Canada data shows that hairdressers make some of the lowest wages in the skilled trades — heavy-duty equipment technicians and steamfitter-pipefitters make an average of more than $100,000 just four years after getting certified.

But preconceptions about what the skilled trades are and who can do them can seem to rule them out as options. “A lot of it is still about stereotypes,” says Nadine Jannetta, liaison officer for the Engineering, Technology and Trades for Women program at Conestoga College. “Women think they’re not cut out for these jobs or they can’t do it. They’re not sure they’re a fit.”

Many people, for example, think the trades require physical strength. In fact, Canadian health-and-safety guidelines indicate that the “recommended maximum weight to be lifted, under perfect lifting conditions” is 23 kilograms. And many manual tasks have been automated.

“There are a lot of barriers to getting women into higher-paying positions,” says Nour Hachem-Fawaz, founder of Build a Dream , a Windsor-based non-profit that encourages women to join STEM professions, including skilled trades. “We still define work-related positions by gender,” she says. “That should have nothing to do with the job.”

The province runs a number of programs intended to encourage women to join these professions. The Women in Skilled Trades and Information Technology Training programs, for example, which provide free training for small groups of women in specific trades, are offered at various colleges throughout Ontario. Spurred by concerns about skilled-trade shortages, the government has regularly been announcing new funding, some of which targets women — one program, announced last fall, will see 24 women receive training as horticultural technicians or arborists at Humber College. The federal government, too, is offering support: it just gave Build a Dream $728,000 for a countrywide roll-out of an outreach for teen girls.

Women who train for a trade, though, often face barriers at work. Annastacia Plaskos, owner of a home-renovation business in Toronto, has a crew of seven women and one man who do tile setting, carpentry, and drywalling. Before she started Fit It Females in 2015, she’d called companies advertising for a home-renovation worker. “As soon as they heard my voice, they’d say they were not hiring.” Chenier’s company, she says, regularly hires women, but it’s still a male-dominated environment: “There have been comments made. Little things, like people saying, ‘Don’t swear, there’s a lady present.’”

It’s not just about getting women in the industry,” says Hachem-Fawaz. “It’s about ensuring that we’re able to retain women in the industry.” France Daviault, executive director of the Canadian Apprenticeship Forum , which does research and runs events on behalf of the trades industry nationally, agrees that “there are issues of respectful workplaces that need to be addressed.”

Daviault says the Canadian Apprenticeship Forum has been developing a new national strategy for women in the skilled trades. Set to launch this spring, it will include a percentage target for women in these professions and recommendations for how to reach it. “We’re creating a movement,” she says.

Some companies may fear change and be reluctant to welcome women. But, Jannetta notes, Conestoga frequently gets calls from companies asking when the WIST cohort will graduate, because they’re looking to hire. When Plaskos calls on a trusted Toronto-based female electrician, she says, she often can’t take the job: “She’s always busy, I can never get her. She’s very good at her job, and everyone wants to hire a woman. So it’s a win-win for her.”

Let Us Not Forget About Ground Gradient and Step Potential Fallen or Low Hanging Wires

In the unfortunate event that one has been involved in a motor vehicle collision where there are fallen wires on or near the vehicle, “Stay in the vehicle”… until the electrical utility personnel have arrived. A vehicles tires may smoke or explode from heating up, however remain in the vehicle, except in the case of fire. In the event of the worst case situation, the vehicle is on fire which cannot be readily extinguished. The driver is now in extreme danger. Contacting metal parts of the vehicle and ground at the same time could be fatal. By keeping both feet together and jump clear of the vehicle. Avoid touching the car as both feet come in contact with the ground. Take short shuffle steps keeping both feet as close together as possible. They must avoid contacting each other. Move in this manner away from the vehicle for at least 10 metres (33 ft).

Jumping clear of a vehicle can be very dangerous and should only be attempted in circumstances where there is no other alternative such as a vehicle fire. The condition of the vehicle and physical ability of the occupant must also be
considered. In the event that one witnesses a motor vehicle collision involving fallen wires, before getting out of your vehicle, examine the surroundings carefully and ensure that you are parked well away from the fallen wires. If it is night time, use a flashlight to examine the surroundings carefully from your vehicle window. Keep your distance including your vehicle a distance of at least 10 metres (33 ft) or more is recommended from the down wire or conductive object it is in contact with.

If an energized wire touches a car, truck, metal fence or any other conductive object that object will now become energized and could cause serious or fatal injury. Establish the “Safe Zone” at least 10 metres (33ft) away from wires and
anything the wires may be touching. Secure the area and prevent people from entering into areas where there are fallen or broken wires, or electrically charged objects. Do not attempt to move any fallen wires, call and wait for electrical utility personnel.

How Do You Honour Someone Like Neil Peart?

How do you honour someone like Neil Peart?

The answer is complicated, because the Rush drummer was a complicated person.

He was a rock star who was introverted. A prolific author who would rather go unrecognized when he was out and about.

With Rush, he performed nightly before thousands of people, yet left the meet-and-greets with fans to bandmates Alex Lifeson and Geddy Lee.

He shied away from signing autographs because he didn't agree with the concept of celebrity. He believed in humility and remained humble.

Peart, who died from cancer last week at age 67, grew up in Port Dalhousie and is known the world over as the drummer for the iconic Canadian rock band Rush.

Modern Drummer magazine ranked him No. 3 all-time among drummers, behind only jazz percussionist Buddy Rich (Peart's idol) and John Bonham of Led Zeppelin. Rolling Stone magazine put him at No. 4.

Port Dalhousie was home for the first two decades of his life. It's where he learned to play the drums, joined local bands and went to high school.

The announcement of his death shocked us. His illness was kept from everyone but his family and closest friends, who respected his wish for privacy.

For a lot of people, Rush provided the soundtrack to their lives from the mid-1970s through to its final concert in 2015.

They were just always there, touring constantly and putting out new music that changed with the times as they themselves grew as musicians and writers.

For Rush fans, Peart's death might have hit hard the same way others felt when John Lennon or Elvis Presley died. That's the kind of bond Rush has with its fans.

By early Tuesday, nearly 11,000 people had signed an online petition calling on the City of St. Catharines to honour Peart, possibly with a plaque or statue at Lakeside Park where he once had a summer job working a carnival booth. A park he immortalized in song.

But when we memorialize Peart, we need to take into account not just the drummer and author we knew, but also the man he was.

In the song "Limelight," he wrote: "Living in a fish-eye lens, caught in the camera eye. I have no heart to lie. I can't pretend a stranger is a long-awaited friend."

And he meant it.

It's not that he didn't like his fans; he was friendly and courteous when they approached him respectfully. But he never considered himself any more special than any of them.

People's grief is sincere because Peart, and Rush, never disappointed us. They were rock stars without the rock-star attitude. You knew them as guys you'd like to hang out with.

So let's honour Peart, for who he was.

One way is to read his books — most start from the premise of his travels, but are more about his personal feelings on life, stardom, his personal losses and his love for music. He was an observer.

By all means, we should memorialize him. He was special. And while he didn't seem like a statue kind of guy, there are many other ways to do it. And his family should be involved.

In an essay he wrote for The St. Catharines Standard in the mid-1990s, Peart wrote, "maybe the role models that we really need are to be found all around us, right in our own neighbourhoods."

"Not some remote model of perfection which exists only as a fantasy, but everyday people who actually show us, by example, a way to behave that we can see is good, and sometimes even people who can show us what it is to be excellent."

Unintentionally, Neil Peart was describing himself. He will be missed.

Don’t Automatically Reset a Circuit Breaker that Trips!

The circuit breaker just tripped. Production is down, alarms are sounding in the background. Panic time. For many, this scenario would mean quickly re-set the circuit breaker and “see what happens.” Not the best idea – the question needs to be asked – why did the circuit breaker trip? This situation can become an even larger problem if the circuit breaker has setting adjustments. Before I go any further, let’s back up a few steps.

Adjustable Circuit Breakers

Many circuit breakers have setting adjustments that can be used to define how the device responds to short circuit currents. Adjustable circuit breakers as a minimum, will have an adjustable instantaneous setting that defines the level of current where it will trip with no intentional time delay. a.k.a. instantaneous trip. If the abnormal current exceeds this current level, the device trips instantaneously – if the current is less than this level, it will trip in the time delay or overload region.

Other more complex devices such as electronic trip and digital breakers can have a multitude of settings that are used to define an elaborate tripping characteristic. The preferred method for determining the settings for these devices is to perform a coordination study. This requires that the various protective device in the electric power system be analyzed to determine how they should be set so only the device furthest downstream nearest the load trips in the event of an abnormal current. This allows the other devices towards the source to remain closed and results in the minimum amount of an outage.

However, there is another objective and that is to ensure that the protective device also responds quickly enough to provide suitable protection of the conductors, transformers, motors and other electrical equipment. The recommended settings should take into account both selective coordination

and

protection.

Changing the Setting

As mentioned, when a protective device trips, often the first response is to simply reset it and see what happens. More often than not, if a breaker tripped once, it will probably trip again because simply resetting it did not solve the root cause of the problem. The second time the device trips, many “experienced” people will increase the setting thinking that it tripped because the setting was too low and not considering why it tripped. Changing a device setting without proper analysis of its impact could reduce selective coordination with other devices and quite possibly reduce the level of protection.

Unintended Consequences – Arc Flash Hazard

Increasing a protective device setting can create a potentially larger and more dangerous problem – Increasing the Arc Flash Hazard! Depending on the arcing short circuit current that could flow during an arc flash, increasing a protective device setting may cause the protective device to take longer to trip during an arc flash. The amount of incident energy from an arc flash is directly proportional to the duration which is defined by the time a protective device takes to operate. An increase in the device setting does not guarantee it will take longer to operate but it could happen. A detailed analysis of the effect that the circuit breaker setting change has on the arc flash hazard is necessary to know for sure.

As an example, let’s say a calculated incident energy is 5.4 calories/centimeter2 (cal/cm2) and the protective device takes 3 electrical cycles (3/60th of a second) to operate. If a setting change causes the device to now take 15 cycles (15/60th of a second) to operate, the incident energy would increase by a factor of five to 27 cal/cm2!

The protective device setting’s impact on the arc flash hazard is so important that CSA Z462 - Incident Energy Analysis Method requires that the arc flash risk assessment “shall take into consideration the characteristics of the overcurrent protective device and it’s fault clearing time” and “shall be updated when changes occur in the electrical distribution system that could affect the results of the analysis.” In addition, the “Incident energy analysis shall also be reviewed for accuracy at intervals not to exceed 5 years.” This is to account for changes which can include protective device settings that can affect the results of the of the arc flash risk assessment.

Don’t!

So, if a circuit breaker trips, – don’t simply re-set it until you find out why it tripped. Not because I said so, but because NFPA 70E says so. According to the 2018 Edition of NFPA 70E:

130.6(M) Reclosing Circuits After Protective Device Operation:

After a circuit is de-energized by the automatic operation of a circuit protective device, the circuit shall not be manually re-energized until it has been determined that the equipment and circuit can be safely energized. The repetitive manual reclosing of circuit breakers or re-energized circuits through replaced fuses shall be prohibited. When it is determined from the design of the circuit and the overcurrent devices involved that the automatic operation of a device was caused by an overload rather than a fault condition, examination of the circuit or connected equipment shall not be required before the circuit is re-energized.

If you ultimately make a setting change, review its impact not only on the protection and coordination but also on the calculated incident energy because the next time it trips, there could be a very large BOOM!

Why Training, Certification & Re-Certification MATTER!

Congratulations! You have just recently passed your Certificate of Qualification. You are now a qualified
electrician – either 309A or 442A, whichever.
Now what?
Well for many, this may be the last exam that you write – other than going on and receiving your “Master’s Licence”, which I believe every electrician should at least attempt at some point during their working years. Fast forward 25 years later, you still have the same licence and are paying the processing fees, however other than code update seminars or
a course offered through a distributor, you have received very little if any further qualifications, certifications or advancements in the trade. This is certainly not your fault and you are not to blame for this.

Perhaps let’s start with mandatory re-certification in our trade. Considering everyone from the person we see for a sports injury to the person who is cleaning our teeth, they all have to achieve mandatory re-certification, a certain number of continuing education credits, updates, etc. Something as important as the installation of electrical equipment should call for some form of mandatory re-certification or continuing education credits.

For example, the Electrical Code is updated every three years. Other mandatory items could include First Aid and CPR. With the nature of electrical work, every electrician should have updated First-Aid qualifications. There are several other course topics that could be available or offered in order to keep one’s Certificate of Qualification active. What about
endorsements on our licence? I recall several years back when the Fire Alarm and Security Certification was offered. In order to register for the first module, proof of qualification as an electrician had to be shown. However, there was some discussion on the Fire Alarm endorsement on a licence. For example, the 309AF for Fire Alarm endorsement. Other endorsements could include lighting, power and distribution or health and safety. It is easy to become stagnant in any trade or profession. I cannot express enough of the importance of continuing education, training and re-certification.

Arc Flash Labels for Less than 1.2 cal/cm^2

When the calculated incident energy is less than 1.2 cal/cm^2, some state that no arc rated PPE is required and list this statement on the equipment (arc flash) label. Others advocate that a minimum arc rated PPE should be worn at all times when an arc flash hazard exists. What do you think?

Hey Electricians, Don’t Let Nasty Germs Hitch A Ride In Your Work Van!

Investigation reveals some service vehicles carry more bacteria than a toilet door handle.

A tradesperson’s work van often acts as their second home, with many drivers spending much of their time on the road or taking breaks behind the wheel. While many people wouldn’t dream of leaving their home uncleaned, a recent survey revealed how dirty a tradesperson’s work vehicle can get.

Confused.com, a British financial services comparison website, partnered with the School of Biological Sciences at the University of Essex in Colchester, U.K., to investigate the various germs living in six trade vans belonging to:

· A builder

· A carpenter

· A dog groomer

· An electrician

· A bricklayer

· A plumber

The results showed that vans can harbor numerous germs, some of which can pose a serious threat to the health of their drivers. Findings revealed:

The handbrake is the most germ-ridden area, carrying germs that can cause skin or respiratory infections.

The most prominent bacteria found was Staphylococcus aureus — the effects of which can range from mild skin infections to life-threatening diseases.

Pathogens known to cause pneumonia and endocarditis, which can be fatal in extreme cases, were found in several areas of the vans.

Below are how the service vehicles ranked in order of dirtiness, including the tested toilet door handle:

· Bricklayer

· Builder

· Electrician

· Dog groomer

· Carpenter

· Plumber

· Toilet door handle

According to a survey of 500 van drivers conducted by Confused.com, nearly one in 10 (8%) admit they’ll only clean the inside of their van when it starts to smell, while only one in three (29%) will empty trash from their van daily. One in seven (14%) admit to never cleaning their van at all. Furthermore, more than half (55%) of respondents admitted to eating food in their van and then leaving the half-eaten food in place for as long as three days. More than one in seven (15%) claim to leave used tissues in their van frequently. Only one in seven (14%) said they wipe the surface immediately if they sneeze.

Are you sure you're establishing an electrically safe working condition for all of your staff? Check out this recent article titled: "Working Energized- Transition"

As with NFPA 70E in the US, the CSA Z462 Workplace Electrical Safety Standard is very clear with the importance of establishing an electrically safe work condition and the steps involved in doing so. Article 4.2 delineates the steps for establishing an electrically safe work condition. The definition of electrically safe work condition is described in the definitions section of CSA Z462. And yet, occasionally we find trades or maintenance personnel working energized when an electrically safe work condition should have been established.

The most common failure of establishing and electrically safe work condition occurs in the troubleshooting environment. The most common method of troubleshooting is voltage measuring, making it infeasible to troubleshoot in a de-energized state. However, at some point the cause of the problem is determined, thereby completing the troubleshooting phase of the process and the repair portion of the process begins. It is at this point that we will on occasion find the worker continuing the repair process without first stopping to establish an
electrically safe work condition.

As defined in the definitions, “Working On” consists of “Intentionally coming in contact with energized electrical conductors or circuit parts with the hands, feet, or other body parts, with tools, probes, or with test equipment, regardless of the personal protective equipment a person is wearing”. The definition then goes on
to differentiate between troubleshooting and repair. There are two categories of “working on”. Diagnostic (testing) is taking readings or measurements of electrical equipment with approved test, equipment that does not require making any physical change to the equipment; Repair is any physical alteration of electrical equipment (such as making or tightening connections, removing or replacing components, etc)”. More commonly in industry the term “troubleshooting” is used as opposed to “diagnostic” and the physical alteration portion of the process
is the part that is considered to be ”repair”.

“Energized Work” shall be permitted when the employer can demonstrate that the task to be performed is infeasible in a de-energized state due to equipment design or operational limitations. Troubleshooting is commonly held to be one of
those items that is infeasible in a de-energized state to due to operational limitations. Testing, troubleshooting and voltage measuring are exempted from the requirement for an “Energized Electrical Work Permit”. In addition, while an
Energized Electrical Work Permit is required for any energized work performed within the restricted approach boundary or when the possibility of exposure to an arc flash exists, CSA Z462 specifically exempts troubleshooting, along with testing and voltage measuring, provided the work is performed by a qualified person
using the appropriate safe work practices and PPE.

All of this leads us to an understanding that troubleshooting is something that is routinely performed in an energized state, without the requirement of an “Energized Electrical Work Permit”
Other than the definitions section, there is really very little in the way of further information provided throughout the standard for the terminology of “working on” with respect to repair of equipment. However while the definitions
specifically defines “working on” to be any physical alteration of equipment, the term could also be defined as any work that involves the use of tools other than test equipment.

The standard makes the dividing line between troubleshooting and repair quite clear. Troubleshooting involves the use of test equipment; repair involves the use of any tools other than test equipment. Troubleshooting is diagnostics. Once the troubleshooting has determined the cause of the failure or problem in the equipment, the troubleshooting is complete, and the separate task of repair begins.

The transition from troubleshooting to repair involves either the implementation of an Energized Electrical Work Permit, if the employer can demonstrate that the work meets the criteria of additional hazard, increased risk or infeasibility, or the implementation of an electrically safe work condition. A break must occur in the process in order to implement either of these two options. In the get-it done environment of some commercial and industrial facilities, this break from
troubleshooting to repair is looked upon as a nuisance and an inconvenience. An argument is made that it will take more work to implement either of these two options than it will just to complete the repair.

Another area where difficulty can occur with respect to the worker knowing where to draw the line between energized troubleshooting and the need to de-energize for repair is when management sends mixed signals or the wrong signal.
Even though committed on paper or in the theory to a robust electrical safety program, the temptation to get a project done or pressure to get a piece of equipment back up and running can result in management ignoring the CSA Z462
standard to suit the perceived need of the moment. In addition to putting the worker at risk and sending the wrong message to workers with respect to future work when it comes time to transition from troubleshooting to repair.

One argument that could be presented by employers declining to implement or fully implement the CSA Z462 standard is that it is just a standard. It is not a code, it is not required by law, it is simply a consensus standard, not enforceable by an Authority having Jurisdiction.

For many workers, working energized may still be routine and many trades personnel move from troubleshooting to repair without de-energizing. As a safety community it is important that we continue to work to provide every worker who works in the presence of electricity a basic knowledge of the hazards of electricity
and the measures one can take to protect themselves.

EXERCISE DUE DILIGENCE: Ensure The High Voltage Laboratory Testing Your PPE Is An Accredited Certified Laboratory

With the continuing emphasis on workplace safety awareness programs, acronyms like “PPE” are commonplace. Regulatory bodies and industry associations have mandated the use of Personal Protective Equipment (PPE) when working with electrical power or energized equipment of 30V or more (CSA Z462).

In addition to the implementation and enforcement of an electrical work policy for the protection of both the worker and the company, it is imperative that workers understand how and why the required PPE will help them, as well as how to properly care for, inspect, and maintain this equipment to comply with legislation. Arc flash clothing and face protection have specific application ratings, while insulating rubber gloves, cover up products, ground sets or assemblies, live line tools and metering/ phasing equipment have both specific application ratings and recertification requirements. All PPE is to be tested by an accredited certified laboratory on a regular basis (IHSA EUSR 134).

Laboratory Certification or Accreditation: What’s the difference?

Certification and accreditation are often terms used interchangeably when discussing testing laboratories; however, there is a difference. The onus is on the end user to understand the qualifications of the high voltage testing laboratory they are using. A laboratory may develop a program for testing equipment and may operate without having been audited by an independent third party that would ensure the lab is performing and complying with industry best practices and standards. Oftentimes, laboratories are certified by organizations not from within the testing and/or PPE industry, with knowledge that is limited to their interpretation of the relevant standards, or laboratories may not be certified at all, and simply offer services with no regard for compliance.

Accreditation is the formal declaration by a qualified and knowledgeable neutral third party that the testing program is administered in a rigorous manner that strictly adheres to relevant standards for the equipment being tested, and that the lab operation as a whole meets industry best practices.

What is NAIL?

NAIL for PET (North American Independent Laboratories for Protective Equipment Testing) is the only accreditation program for electrical equipment test laboratories in North America. To maintain accreditation, regular audits are conducted to ensure industry accepted standards are strictly adhered to, including review of operational areas including but not limited to laboratory facility, equipment, training and knowledge of staff, quality control work procedures, and financial responsibility. Any group claiming to be a test facility or offering the services of a test facility, who are operating without NAIL-accreditation are not monitored or audited by a governing agency to ensure continued compliance to industry best practices or standards.

Why Use an Accredited Laboratory?

Worker Safety

A worker needs to feel confident that the equipment being used meets all regulatory requirements – an accredited certified laboratory will assess the integrity of the equipment to ensure it is safe for use. Proper care, use, and maintenance of the PPE is essential to ensure the equipment continues to provide the degree of protection for which it is designed, protecting the worker and the employer from lost time injury and workers’ compensation costs, and/or lawsuits.

Compliance

All laboratories must maintain detailed procedures manuals and records of equipment tested. After each test, an electronic record is kept indicating what equipment was tested, the name of the technician who performed the test, as well as the date of the test. The ability to present a test report proves advantageous in demonstrating due diligence to necessary authorities during an investigation should an incident occur where a worker is injured.

To further comply with legislation, initial electrical acceptance tests are also to be performed by an accredited certified laboratory, Infostructure Health & Safety Association (IHSA), Electrical Utilities Safety Rules (EUSR).

The product manufacturer has options as to how to proof-test equipment in the factory. As most manufacturers do not provide test reports, there is no ability to track the test data back to the manufacturer; with no proof of compliance, the worker and company are in a position of liability should there be an incident or investigation.

In many cases, the manufacturer does not meet the requirements as set out in the IHSA EUSR book, as the EUSR book states that in order to comply, an accredited certified laboratory must present documentation, test reports, as well as meet other technical aspects as required of certification.

For instance, should there be an investigation where there was electrical contact involving a worker, potentially resulting in serious burns, injuries or fatalities, the user and owner of the equipment would rely on the manufacturer for documentation as proof that the equipment in question was tested (as there is no test report provided at time of purchase). The liability in this case would fall directly on the equipment owner with little to no support from the manufacturer; both the manufacturer product and testing methods would be in question.

Equipment owners who want to properly protect their users from electrical hazards, as well as protect themselves legally, should ensure that the equipment they provide to their workers is tested in compliance with relevant industry standards, and that they are provided with a test report as proof of service. Ensure your equipment is covered under warranty. By performing initial acceptance testing of new equipment purchased from a manufacturer at an accredited certified laboratory, the user is covered under warranty should the equipment fail after use on first retest. It is not uncommon for manufacturers to produce batches of product where large numbers of failures occur. Without having performed the initial acceptance testing in an accredited certified laboratory, the end user is left with no support or warranty (ASTM D120, Section 12).

Efficiency

Equipment that is properly maintained lasts longer, is more likely to perform to its original manufacturer specifications and is in a condition that minimizes the risk of interruption or harm to the worker. For optimum efficiency, back-up or redundant equipment is recommended to eliminate downtime when equipment is in a testing rotation cycle. An automatic equipment replacement program ensures users are always in compliance, eliminates work stoppage, and reduces the likelihood of an electrical incident. A reputable accredited certified laboratory will offer full service compliant solutions for managing your PPE including supply, replacement, inspection, calibration, testing and training. Exercise due diligence and ensure your safety – make certain your PPE is maintained and tested on a regular basis by an accredited certified high voltage testing laboratory.

2018 IEEE 1584 – 125 kVA Transformer Exception DELETED!

125 kVA – Going, going, gone!

After much speculation about the fate of the 125 kVA transformer “exception”, the 2018 Edition of IEEE 1584 – IEEE Guide for Performing Arc-Flash Hazard Calculations has finally been published and made it official. The 125 kVA transformer exception has been deleted!

In its place is the new language:

“Sustainable arcs are possible but are less likely in three-phase systems operating at 240 V nominal or less with an available short circuit current below 2000A”

What Happened?

The original language is from the 2002 Edition of IEEE 1584. It was based on a few tests that indicated sustaining an arc flash at lower levels of short circuit current and lower voltage would be unlikely due to a limited conducting plasma and limited voltage to support the arc. The original 2002 language stated:

“Equipment below 240 V need not be considered unless it involves at least one 125 kVA or larger low-impedance transformer in its immediate power supply”

However, subsequent testing for the 2018 Edition of IEEE 1584, along with using new electrode configurations that were introduced indicate that under very specific conditions, it was possible to sustain an arc down to a much lower value of current which was used as the basis for the new 2000 Amp value. However even at that level, there are no guarantees that an arc would never sustain. This is why the words were added: “Sustainable arcs are possible but less likely.” Just like it states: It is unlikely but, never say never.

Another departure from the original language is to base the lower limit on short circuit current rather than using kVA as found in the 2002 edition.

Why?

Because the issue is not really dependent on transformer size. It is dependent on short circuit current and there is a relationship between transformer size and short circuit current. This time around, the focus is simply on the current – independent of what resulted in the lower current. That way if there is a case such as a long feeder has a low short circuit current but happens to be served by a larger transformer, the new language may be used regardless of the transformer size.

125 kVA and NFPA 70E?

Some often refer to the 125 kVA exception as having its origins from NFPA 70E and think it was already deleted. That is not the case. It was added to the 2009 Edition of NFPA 70E but the language was derived from the 2002 Edition of IEEE 1584. However, it was subsequently deleted in the next Edition of NPFA 70E although the original IEEE 1584 source remained. Until now.

Ontario Electrical Safety Code Amendments

Ontario Electrical Safety Code (27th edition/2018)

ESA has collaborated with its safety partners to produce a new edition of the Ontario Electrical Safety Code (Code). The Minister of Government and Consumer Services has approved the regulatory amendment to adopt the 2018 Ontario Electrical Safety Code, and it will come into effect on May 16, 2019. Electrical work conducted after the effective date needs to meet its requirements.

The 2018 edition of the Ontario Electrical Safety Code –which includes the Canadian Electrical Code Part 1 plus several Ontario-specific amendments – reflects changes in technology and the marketplace, and incorporates feedback from stakeholders, technical reviews and new safety insights. The new edition includes changes designed to enhance electrical safety and protect workers and the public, including:

· Re-write of Section 10 requirements for bonding and grounding have been reorganized and reduced in size with some changes that will improve safety and simplify the installations;

· Expanding the use of Tamper-resistant receptacles in educational facilities and hotels/motels;

· Requirements for installing an identified (neutral) conductor at each control (switch) location of permanently installed luminaire;

· Alignment with the Ontario Building Code to prevent the installation of high-voltage conductors over buildings;

· Providing of adequate working space for electrical workers to undertake necessary repairs, maintenance and installation of transformers greater than 50kVA;

· Prohibiting of installation of cables in concealed locations in corrugated roof decking

· Adding requirements for Energy Storage systems; and

· Facilitating the use of Power over Ethernet to provide a pathway for sources of electricity.

IEEE 1584 – Changes to the Next Edition

It has been sixteen long years since IEEE 1584 – IEEE Guide for Performing Arc-Flash Hazard Calculations was first published in 2002. This standard was highly celebrated back then because for the first time there was an internationally recognized standard that provided a method to calculate the arcing short circuit current, incident energy and arc flash boundary. The results of these calculations are often listed on arc flash/equipment labels and have become an integral part of arc flash studies and risk assessments globally.

However, it did not take long before the focus began to shift towards what comes next.

The growing list of what comes next was becoming quite long. It was obvious that the next edition of IEEE 1584 would be a project of epic proportions requiring significant financial and technical resources. To rise to this challenge, a different approach would be necessary and a collaboration was created between IEEE and NFPA.

The research and testing by the collaboration project finally got underway and resulted in a new and more detailed preliminary model and new equations that were handed off to the IEEE 1584 working group. Additional refinements were made to the model and then it was finally integrated into a draft of the next edition of the standard. Several more revisions and drafts were developed along the way and now the current version (Draft 6) is finally close to being published.

What Changed?
A frequently asked question is: “What has changed from the 2002 Edition to the next edition of IEEE 1584.” Perhaps an easier question to answer is what has NOT changed. Well, the next edition still has the same title!

The 2002 Edition was based on more than 300 arc flash tests used to develop empirically derived equations. The range of validity is from 208 V to 15,000 V – three phase and for bolted short circuit currents from 700 Amps to 106,000 Amps. The new edition is based on almost 2000 additional tests spanning a wide range of voltages, configurations and parameters.

Let’s take a look at the major changes:

Voltage Range (unchanged):

208 V to 15,000 V, Three- Phase

Range of bolted short circuit current:

208 V – 600 V: 500 A to 106,000 A

600 V – 15,000 V: 200 A to 65,000 A

Conductor Gap:

208 V – 600 V: 0.25 inches to 3 inches

601 V – 15,000 V: 0.75 inches to 10 inches

Working Distance: 12 inches or larger.

New Electrode / Bus Configuration

The 2002 edition was based on arc flash tests with electrodes in a vertical orientation as shown in Figure 1. When an arc flash occurs using the original model, the arc plasma is driven towards the bottom of the box and often spills out of the front.

Subsequent research has shown that incident energy can be influenced by the electrode orientation. As a result, the project team conducted many new tests using electrode orientations that include both a horizontal configuration and vertical electrodes that terminate into an insulating barrier. These additional configurations may be possible with some types of electrical equipment. The new model includes five different configurations as illustrated in Figures 1 through 5.

When the electrodes are placed horizontally, the arc plasma is directed from the ends of the electrodes outward. Research has also indicated that if vertical electrodes are terminated into an insulating the arc hits the barrier and the plasma cloud is directed more towards the enclosure opening.

In addition, tests were conducted in open air and included the original vertical configuration in open air and a new configuration with the electrodes oriented horizontally.

To provide greater modeling flexibility for equipment, five different electrode/bus configurations have been included in the testing program and subsequent model development which include:

VCB – Vertical electrodes in a metal box/enclosure (also in 2002 Edition)

VCCB – Vertical electrodes terminated in an insulating barrier in a metal box

HCB – Horizontal electrodes in a metal box

VOA – Vertical electrodes in open air (also in 2002 Edition)

HOA – Horizontal electrodes in open air

125 kVA Transformer Exception

The 2002 Edition contained language that many refer to as the “125 kVA transformer exception” This language states:

“Equipment below 240 V need not be considered unless it involves at least one 125 kVA or larger low-impedance transformer in its immediate power supply”

This language was based on a few tests that indicated lower short circuit currents at lower voltages may be less likely to sustain an arc flash resulting in a lower incident energy.

However, subsequent IEEE 1584 testing has demonstrated that although not very common, it may be possible to sustain arcs briefly at lower levels of short circuit current resulting in a greater incident energy. Based on the results of additional testing, the 125 kVA language has been deleted. Instead, new language states:

Sustainable arcs are possible but less likely in three-phase systems operating at 240 V nominal or less with an available short-circuit current below 2000 Amps.

Voltage
Although the 2002 edition is valid for voltages from 208 V to 15,000 V, only two different equations were provided for the arcing short circuit current. One for systems operating from 208 Volts up to 1000 Volts and one for 1000 Volts to 15,000 Volts. This left a discontinuity at 1000 Volts and further refinements were needed. In addition, the 2002 edition required a calculation factor (Cf) for incident energy calculations at voltages less than 1000 Volts. The next edition uses 3 voltages and also includes interpolation for other voltages for greater accuracy. The three voltages include 600, 2700 and 14,300 volts.

Grounded/Ungrounded
The 2002 edition made a distinction in the results based on whether a power system is grounded or ungrounded/impedance grounded. During the arc initiation stage when the fuse wire is melting, the arc can be very erratic i.e. unbalanced. The erratic arcing created a difference in the arcing current and incident energy during this very brief period that could be influenced by how the system is grounded. The new model is based on the more stable arc so there is no difference in the calculations based on grounding.

Arcing Current Variation Correction Factor
The first addendum for the 2002 edition of IEEE 1584 was published in 2004. Known simply as IEEE 1584a, this addendum added an 85% factor for reducing the calculated arcing short circuit current for systems up to 1kV. The reduction was to account for variations that may occur in the actual arcing current which could affect how fast a protective device may operate. If the reduced arcing current resulted in a longer clearing time and larger incident energy, results based on the adjusted current would be used.

Instead of a fixed 85% factor, the next edition includes an “Arcing Current Variation Correction Factor” based on using a new equation. This represents a more accurate arcing current variation based on the electrode configuration as well as other factors and applies for all voltages.

Enclosure Size Correction Factor
The enclosure size can have a significant impact on the arc flash energy being expelled and reaching a worker. To address this, additional enclosure sizes were included in the test program. An enclosure size correction factor has also been introduced to adjust the incident energy for smaller and larger enclosures. For equipment operating at voltages less than 1000 volts, the next edition now makes a distinction between “Shallow” enclosures which are less than eight inches in depth and “Typical” enclosures that are greater than eight inches in depth.

Two Seconds
There is language in the 2002 edition that suggests the arc duration may be capped at 2 seconds if calculations indicate that a protective device may take an unusually long time to operate. Judgment must be used to evaluate if a person would have room to react and jump out of the way within 2 seconds.

This leads to another question: Will the 2 second rule remain? The simple answer: Yes!

What’s Next?
Just because the next edition of the IEEE 1584 standard is finally about ready to be published doesn’t mean arc flash research and standards development is finished. Quite the opposite. After 16 long years, there will undoubtedly be celebration – but then we will once again begin looking at what’s next!

We Need Arc Flash Training! Wait A Minute….

So, just what is the scoop with “Arc Flash Training”? Or simply put, “We need Arc Flash Training”! A statement I hear several times in my travels. Well the scoop is that there is no such thing as “Arc Flash Training”. Further not something to be titled on a “so-called” training certificate. Unfortunately, this has become an industry term and with that part of our vocabulary. The main issue is that we have completely ignored what really is the serious problem associated with electrical hazards. This of course is electrical shock.

In many cases we cannot even see a shock hazard, and many shock incidents will go unreported in the workplace. Whereas an arc flash incident, because of its characteristics and often explosive nature will draw attention to everyone. An arc flash incident, unless electrical equipment has been so poorly maintained to the point of failure, improperly installed, worker error, such as the misapplication of a test instrument or dropping of a tool, is not likely going to occur. I have spoken to several fellow journey-person electricians who in their entire careers have never experienced an arc flash event, however ask them how many times they have been shocked?

The fact is that a qualified electrical worker (QEW) is by far more likely to be in harms way of electrical shock than an arc flash. This includes HVAC Technicians, Elevator Mechanics, CET’s, etc.

Our CSA Z462 standard is often referred to as “The Arc Flash Standard”. No, it is the “Workplace Electrical Safety” standard. Electrical safety in the workplace, brings far so many items rather than arc flash. And so many other more important things to consider; for example,

· What is the company standard for meters or electrical test instruments?

· Are they approved by a recognized organization such as CSA or ULC?

· Are they Category rated?

· How well is our electrical equipment- breaker panels, disconnect switches, motor control centres, etc. labelled or identified?

· Who are we identifying as a “qualified electrical worker” in our workplace?

· How well is our electrical equipment being maintained including flexible cords?

Like fall protection, confined space, WHMIS, workplace electrical safety requires documentation such as a program policy and any necessary supporting documents such as pre- job checklists and permits. It is not just constitute having an “arc flash assessment” conducted, our equipment labelled and then throw PPE at workers. That does not work. In so many cases where an arc flash assessment was completed, the worker has no idea on how to interpret the information that is on the detailed warning label. Thus, no idea on when and where to use the clothing and PPE, not to mention how to maintain it.

Workplace electrical safety constitutes much more than “Arc Flash” or so called “Arc Flash Training.” In many cases it is not even proper training, merely an awareness session. For more information on keeping our workplace, and the PEOPLE in it safe, contact me at len@arcflash.ca .

Happy Labour Day - It’s Back to Work!

Labour Day in Canada is celebrated on the first Monday of September. It originally gave workers the chance to campaign for better working conditions or pay. The day is now part of a long weekend for many Canadians.

Labour Day is a time when many Canadians can relax and unwind from work or studies.

What Do People Do?

Traditionally, Labour Day was an occasion to campaign for and celebrate workers' rights during parades and picnics organized by trade unions. These still play a role in Labour Day for some Canadians, but many people see the first Monday in September as an opportunity to take a late summer trip, perhaps to their country cottage, or enjoy the company of family or friends at picnics, fairs, festivals and fireworks displays. For teenagers and other students, the Labour Day weekend is the last chance to celebrate with a party or to go on a trip before school re-opens for the new academic year. Canadian football fans may spend a large proportion of the weekend watching the Labour Day Classic matches live or on television. The Labour Day Classic consists of three games between high ranking teams in the Canadian Football League. One match is played on the Sunday before Labour Day and two on Labour Day.

Background

The origins of Labour Day can be traced back to April 15, 1872, when the Toronto Trades Assembly organized Canada's first significant demonstration for worker's rights. The aim of the demonstration was to release the 24 leaders of the Toronto Typographical Union who were imprisoned for striking to campaign for a nine-hour working day. At this time, trade unions were still illegal and striking was seen as a criminal conspiracy to disrupt trade. In spite of this, the Toronto Trades Assembly was already a significant organization and encouraged workers to form trade unions, mediated in disputes between employers and employees and signaled the mistreatment of workers.

There was enormous public support for the parade and the authorities could no longer deny the important role that the trade unions had to play in the emerging Canadian society. A few months later, a similar parade was organized in Ottawa and passed the house of Canada’s first prime minister, Sir John Macdonald. Later in the day, he appeared before the gathering and promised to repeal all Canadian laws against trade unions. This happened in the same year and eventually led to the founding of the Canadian Labour Congress in 1883.

Labour Day was originally celebrated in the spring but it was moved to the fall after 1894. A similar holiday, Labor Day is held on the same day in the United States of America. Canadian trade unions are proud that this holiday was inspired by their efforts to improve workers' rights!
